Is it a calorie counter?

It counts, but it starts from your kitchen. The ring fills with what you actually cook and eat — not with a database you have to search.

Do I have to weigh everything?

No. Recipes know their quantities and deduct them for you. You correct only when reality differs.

Where does my data go?

Nowhere. Your pantry, your meals and your weight stay on your phone.

Android or iPhone?

Okari is built once for both. Android comes first; the iPhone version shares the same code and follows.
